Pilot Scheme on Community Care Service Voucher (CCSV)
The Social Welfare Department launched the Pilot Scheme on Community Care Service Voucher for the Elderly (Second Phase) in October 2016. Adopting a new funding mode, namely the “money-following-the-user” approach, eligible elderly persons may choose community care services that suit their individual needs with the use of service vouchers. A maximum of 6 000 vouchers will be issued under the Pilot Scheme for the use of elderly persons in need.

With effect from 1 April 2019, the five voucher values (2019-20 price level) under the Second Phase of the Pilot Scheme on Community Care Service Voucher for the Elderly is adjusted to $9,600, $8,150, $7,260, $5,810 and $4,020 according to the Composite Comsumer Price Index。
